In 1968 a 12-year-old civilian minor child was silenced for 50 years under her father's Nuclear Q Clearance
as they took reproductive control to limit my ability to reproduce.
I was 18 years old in 1974 when the critical nature of my remaining silent began including:

"You don't want to end up like Karen Silkwood, do you?”
This threat was consistently restated to me for 19 years, until my mother's death in 1993.
The 5-decades of imposed silence would not expire until 2018.

CASE CONSIDERATION

​I have never worn a uniform, yet I have served at the pleasure of the U.S. Government since birth.
The rare human equivalent of a “Born Secret.”

"Born secret" and "Born classified" 
These are both terms which refer to a policy of information involving nuclear weapons development 

being classified Above Top Secret, under a Q Clearance,
from the moment of its inception, usually regardless of where it was created,
referenced in a clause of the Atomic Energy Act of 1946.
​It specifies that all information about nuclear weapons was covered until it had been officially declassified.

My conception was as classified as my status at birth.
My father was a high-level Naval Chief Petty Officer overseeing Cryptographic Communications, Radio and Signals at 34 Atomic Tests at the Pacific Proving Grounds 1950-1958. The Chief's Q Clearance was secured by 1949 and he'd been a subject of Human Radiologic Experiments (HRE) and testing for approximately 2-4 years prior to my birth. Q Clearance Violation Penalties & Crypto Level info is included below. 

The Broadstroke
In 1968, at age 12, the U.S. Navy "Gold Team" at Oak Knoll Naval Hospital in Oakland, informed my mother and myself, with my father, the "Chief" present, that I had inherited damaged DNA from his repeated exposures to ionizing radiation at 34 atomic and thermonuclear tests in the Marshall Islands

They absolutely terrified me/us into never considering having a child, then we were given no choice. Chillingly, this conversation was accompanied by various photographs of two headed pigs, the deformed still and live births of the “jellyfish babies,” and other grotesque genetic anomalies resembling "bunches of grapes" with transparent skin were born exclusively to Marshallese women post U.S. Atomic Testing. The Jellyfish Babies and unique types of birth defects were not made public and transgenerational genetic damage was publicly denied for the most part.

That day, they secured my silence, a civilian minor child, for the next 50 years under my father's nuclear exclusive, Q Clearance. It was inclusive of classified information regarding the US Nuclear Weapons Programs and additionally included the Human Radiologic Experiments (HRE) the Chief was actively involved with. As a Chief Radioman cleared for Crypto Level 5, he had Top Secret clearance early as a career officer. He had been Q Cleared by 1949, 6 years before my birth, and was already part of their Human Radiologic Experiments conducted previously at the test sites. Hunters Point Naval Shipyard, National Defense Radiation Lab, and "Atomic Central" for the Joint Task Forces, he was stationed at  Treasure Island Naval Base. The silences I agreed to under his Q Clearance wouldn't expire until 2018. ​

POINTS OF FACT

​In 1968, at the age of 12-years-old, the U.S. Navy insisted I be put on birth control pills due to known stillbirths, deformities and other unique fetal nightmares emerging after the 1st nuclear test there in 1946, Crossroads.
  • I was informed my conception in 1955, occurred when the Chief was considered “HOT” from multiple and very large and recent atomic bomb test exposures. His medical Gold Team showed me his Certificate of Participation for Operation IVY, indicating he had been exposed only at that test.  Chief became a medical research subject as early as the 1952 Ivy-Mike hydrogen bomb test, then well-documented after the historic Castle-Bravo incident of 1954.
  • That same day, I was informed of the 'likelihood" I'd develop similar cancers and that "they could track your father's" was also explained to us as a "genetic problem."  
  • My future reproductive impacts became clearer in that moment as they described the cancer consuming his penis, as "an appendage particularly sensitive to radiation exposures."
    I watched the intimate aspect my parent's life be destroyed on every level until their death.
  • I was instructed to absolutely not to discuss this with my 11-year older brother, as he did not live in the home and was not in a "need to know" position. 
    This began decades of lies and isolation from the family and friends to support their/our secret situation.
  • At age 17, following the '5-year limit" of being on birth control pills, an I.U.D. was placed in the ongoing attempts to eliminate the possibility of conception.
  • In 1974, at 18, the threats of "You don't want to end up like Karen Silkwood, do you?" began.
    When that statement comes from someone as high level of involvement with nuclear weapons as my father, it's not a joke. It would be a mantra I'd hear for the next 19 years, or at age 37, and both parents had died.
  • 1975 brought the resection of the Chief's penis, a "penilectomy" including the feminizing rerouting of the urethra.
    His various cancers had included years of radiation and chemotherapy in attempts to “try to save his penis” that failed, and at age 55, the amputation of his penis was addressed as a direct result of his exposures.
    >  It was a medical first, and doctors globally were consulted. At the same time, at age 19, my reproductive organ complcations began to emerge.

At 21, I aged out of military medical coverage and put into civilian healthcare systems without the ability to tell doctors what I KNEW to be suspect or actually with me.
  • I had no direct access to military medical personnel as the reproductive organ complications escalated requiring a laparoscopic exploratory surgery. This was the first time I was advised to leave employment to qualify for state medical aid to cover my increasing medical cost and recovery needs. and the states threats to take all my possessions to cover my medical costs. 
  • By 24, reproductive complications required a full hysterectomy. 
  • Chief died in 1989, wife Jeanne in 1993. Neither were declassified in their lifetimes. They took their secrets with them, and they were not mine to tell, until...

In 2007, I had fulfilled my obligation and did not share what I knew of the atomic aspects of his life or the Chief's  penilectomy with my brother until I learned of the Radiation Exposure Compensation Act (RECA), and that I could talk about the atomic aspect of our father's service,  
  • 18 years after the Chief's death, and 11 years after the fund was established, I filed and won the Chief's claim without engaging legal counsel, clearly showing once they had both passed, I stuck my head in the sand from 1993 to 2007, without so much as a discussion with my sibling, brother.
    My only brother, conceived in 1944, did not have impacted DNA, had not lived in the home since 1964, was not in a need-to-know position, and living out-of-state with his young family helped us insulate him. 
  • Through the process in 2007-08, I would disturbingly learn it was 24+ atomic and thermonuclear tests the Chief had been onsite for
  • Further research on his Joint Task Forces Command Ship log I can prove it was a minimum of
    ​34 nuclear bomb tests.
  • Through the 1980’s, the Chief’s surgical impacts include; Lower Jaw Re-sectioning (1983); Submaxillary Gland Excision (1987), Pancreatic Cyst (1987); additional and cancers of unknown origin in treatment, ultimately succumbing to Brain Lesions (1989).
  • Given that they told me my cancers would likely track like my fathers, my past and present include the constat awareness of the impending medical maladies and the stress of how I could possibly afford them.
3 hospitals abandoned me to die 'with about 4 days to live in June of 2018.
One surgeon, willing to take a chance on me in a hail Mary pass of a surgery I had 5% of surviving,
it has been a long road to recover the emotional and physical strength
to consider pursuing long-overdue compensation.

I have outlived the 50-year Q Clearance they groomed, obligated and silenced a 12-year-old child.
I continue to fight multiple associated cancers and emotionally process the experience
as I try to heal the relationship with my now 79-year-old brother.

Some have said it was when I lost my right to life. liberty and the pursuit of happiness. 
In 2018, ​I'd turn 62, and only then felt I could discuss it.

What makes my case unique and deserving of compensation?
  • ​The Chief's high rank, unusually high number of exposures, complex medical needs and willingness to try experimental treatments "for the benefit of other men on those ships" made his situation unique. Living in their house gave them no choice but to inform and secure me in their subterfuge.
    Due to their clearances, most military personnel did not dare to even tell their wives or children of their exposures until 1996, when their clearance were revoked by President Clinton.

  • I've lived carrying the guilt of knowing the truth: THEY KNEW about inheriting genetic damage as early as 1968.
    I knew at 12 what many servicemen were never allowed to discuss with their wives or children. Like the Chief,
    many were never declassified in the lifetimes. 
  • Indoctrination began early. Silencing me under the Chief's Q Clearance seemed quite normal to me at the time.
    I'd lived under the security required in our household since birth.  
  • Some say I was conscripted at birth, but it was at this point others claim I was denied "the inalienable right to life, liberty and the pursuit of happiness."  
  • As a career artist, I was unable to paint or draw to the subject most impacting my life...
    I can now dip into that well of emotion and surreal experience for the first time in 2018 at the age of 62.
Compensation to potentially be considered might include:

(1) access to appropriate non-government controlled or directed health care, including, but not limited to, trans-generational ionizing gene􀆟c specialists or the means to acquire appropriate health care, and
(2) compensation for all material and immaterial damages caused by Human Radiological Experiments of atomic bomb era testing, including, but not limited to, costs arising from a life􀆟me of physical and health care issues, particularly regarding the ability to bare children, and the loss of (currently) nine body parts, and
(3) compensation for income loss during dual career tracks. I could not use my knowledge or reveal my experience even when contracted to Lawrence Livermore Labs as a technical illustrator, nor could I paint to the subject throughout her early and mid-career, as most painters are implored to reflect their life experience in their artworks.
Now 69, I've only been able to discuss, write or paint to her experience fully since the age of 62, and

(4) pain and suffering from decades of suffering generational health crisis’ in isolation, and the mental anguish over 50 years of being indoctrinated and silenced, including being “under orders” to withhold, and decades of lies (40+ years), compromising a normal relationship, emotionally shouldering the family burden alone, and
(5) remove the threat at every turn that any assets I might have, acquire, create, or future income will not be seized to cover any past, current and future medical expenses, and
(6) Unlawfully denied “the right to life, liberty and the pursuit of happiness” at birth and throughout her life􀆟me, and
(7) I'm managing multiple cancers, various organ failures and as my medical challenges continue to arise, I need the resources to live a comfortable and free of medical financial pressure and
(8) Provide the financial resources to pursue any and all medical treatments independent of insurance company control or limitations. I've earned the right to pursue all options to intervene with the damage they induced.


In continua􀆟on, the individual case is uniquely strong and compelling on various human rights levels, including a women’s reproductive rights issue. A determination in my favor may have the ability to set precedent, which could potentiate a future and separate significant class action, taking into account that this issue touches on the personal lives of hundreds of thousands of people genetically affected by the consequences of atomic bomb testing
 

ATOMIC CHILD

Definitive documents are secure. Donating the Chief's rare original "Certificate of Participation" to the Smithsonian Atomic Museum permanent collection was undertaken to protect its existence.

Following her mother’s death (1994) there was no living person to discuss their s􀆟ll classified lives with, including her brother. Never declassified in their life􀆟mes, Chief Moore and his wife died prior to Pres. Clinton rescinding the Atomic Veteran Q-clearances in 1996 when the RECA fund (Radia􀆟on Exposure Compensa􀆟on Act) was established for military personnel iR exposed during the atomic tes􀆟ng era. This declara􀆟on would not however release Miss Moore’s obliga􀆟on as a civilian HRE par􀆟cipant, nor was she a military veteran.

Since The Chief never told his son in his life􀆟me of his penile amputa􀆟on or the medical consequences inherited by Miss Moore, she did not feel it her place to reveal the Chief’s secrets, or hers. She compartmentalized that part of their lives for another 14 years, un􀆟l becoming aware of RECA in 2008, twelve years a􀅌er its incep􀆟on. Miss Moore and her brother filed The Chief’s RECA claim, in his name, on his behalf, requiring her to reveal 40 years of family ‘secrets’ devised to protect him. Many shocking truths were discovered in the process of digging in her parent’s past for required records to support the claim. Her research discovered proof of at least a stunning 23 Atomic Tests the Chief was present for, not just the one test on the cer􀆟ficate she’d been shown as a child. The Chief’s RECA claim was awarded in 2009. 

While travelling in 2016, Miss Moore fell ill and was fast-tracked for cancer care to Stanford Hospital. Unbeknownst to Miss Moore, myself a child born to an Atomic Veteran, I had advocated on her behalf to President Obama, and stunningly got a response: The White House had tasked Scot Bell at the Veterans Administra􀆟on in Washington D.C. to, “Try to help this woman.” Mr. Bell’s upbeat (recorded) voice message dangled a ray of hope that, at the highest level, he’d been sent to help her. Alone in a Stanford Hospital bed weeks later in cancer treatments, he informed her: “I’m sorry, there is no program or ini􀆟a􀆟ve I can find to fit you in.” S􀆟ll within her 50-year obliga􀆟on, she was abandoned again.

By 2017, following months of cancer treatments, Victoria now had an infec􀆟on created by a botched intes􀆟nal surgery le􀅌 leaking, she began 7 months of self-infusing I.V. an􀆟bio􀆟cs 6-hours a day simply to stay alive. 2018 found her abandoned by Stanford’s surgeons and interven􀆟onal radiologists in an “unsustainable condi􀆟on” to pallia􀆟ve and hospice care. In fairly cri􀆟cal condi􀆟on, she transferred her end-of-life care to Los Angeles to die near and with the support of friends. An ER admission to UCLA Santa Monica a week later gave her an es􀆟mate of about four days to live. Fatefully, a young surgeon took a leap of faith and offered what no one at Stanford Hospital would: a chance to live. Following a “Hail Mary” surgery, Miss Moore walked out of UCLA 10 days later without an􀆟bio􀆟cs and no expira􀆟on date looming. Ironically, then 62, Miss Moore’s 50-year Q-Clearance obliga􀆟on would also expire that year.

Considered an “At Risk" birth at Balboa Naval Hospital in San Diego, his station and ships port, according to a Naval nurse serving the NICU there in 1956. Virgina Bradshaw indicated there were "a few wives being monitored more closely" with "complications they deemed classified." ​

Conscripted at birth and indoctrinated over three plus decades, she was compliant for the obligated 50 years (1968-2018) while facing threats that not just she, but her family would suffer severe legal prosecu􀆟ons. It’s taken five years for her to document and digest the implica􀆟ons, medical and otherwise, as new informa􀆟on con􀆟nues to reveal itself and impact her. While Miss Moore has never worn a uniform, she has served at the pleasure of the U.S. government since birth.

Miss Moore is a rare living known test subject, uniquely possessing inherited original documents, including medical records to substan􀆟ate various aspects of claims that most do not have available to them. This alone has added another level of feeling vulnerable and threatened, understandably cau􀆟ous in taking next legal steps. In her case, it appears the U.S. government has knowingly studied, silenced and abandoned her, leaving no room for her to help herself and offering no resources or basic guidance as to how to manage best outcomes for the body they knew was uniquely compromised, a gene􀆟cally modified offspring; a GMO human.

​Miss Moore’s mother held a military broadcast posi􀆟on with Press Wireless in Manhatan as a radio operator delivering “news” to the troops via Morse Code as early as 1941. Under addi􀆟onal contracts, Press Wireless operated the military’s private global (Western Union type) communica􀆟on service. This couple became interna􀆟onally press-worthy, par􀆟cularly in military circles, and well understood the seriousness of their clearance obliga􀆟ons and the rules within which they and their household operated under.

Both parents were transmi􀆫ng secure and classified messages for the military during WWII and beyond. Jeanne had never discussed broadcas􀆟ng from “Somewhere in France” across her console, or their 􀆟me together in Cuba at GITMO (1948). Preparing the USS ESTES communica􀆟on and signals systems for the nuclear weapons tests put them at the Navy facility suppor􀆟ng the Manhatan Project at Oak Ridge, TN from 1949-1950. As a senior officer on the PPG Command Ship, his presence was cri􀆟cal at various tests as commenda􀆟ons from the Joint Task Forces Rear Admiral reflect.

​NOTE

The Chief, was no young officer, Enlisting in 1939, he had served in various pacific camapigns. In 1949-59, he was a career Navy communication specialist of the highest regard aboard the command ship for 34 (known/documented) atomic and thermonnuclear tests. His wife Jeanne, and their household had operated under a Level 5 Crypto Clearance in addition to his Atomic-specific Q Clearance for at leaat six-years prior to my birth. In 1949, when his assignment took them from Guantanamo Bay to the Naval Training center near Oak Ridge, TN. ​ 

​The Chief’s Command Ship USS ESTES (1951-1959) was exclusively designed for Joint Task Forces Atomic Tests, configured with most sophis􀆟cated communica􀆟ons the military had at that 􀆟me. O􀅌en carrying Scripp’s scien􀆟sts, top military brass for all branches, civilian dignitaries, celebri􀆟es, the Lookout Mountain film crews, and occasionally the triggering device, as such, the ship had various other historic and classified Arc􀆟c assignments. Given The Chief’s mul􀆟ple commenda􀆟ons from Rear Admirals, it appears he was very near, if not the top, of the CPO command for radio, signals & crypto communica􀆟ons aboard “The Elegant Lady” and for the PPG weapons test theater she was designed for.

Tracking the ships log puts Chief Moore in various other significant global opera􀆟ons. Due to his deteriora􀆟ng health condi􀆟ons from repeated exposures, the Chief re􀆟red 20 years into a planned 30-year career. However, the required 10-year “Ac􀆟ve Reserve Duty” kept him 􀆟ed to most of S.F. Bay Area Naval Bases and the USS ESTES un􀆟l she was decommissioned in 1969, including regular trips to Hunter’s Point Na􀆟onal Radia􀆟on Lab.

As a private ci􀆟zen Chief Moore con􀆟nued to work on sophis􀆟cated Na􀆟onal Defense crypto-communica􀆟on systems and projects in the private sector, including the E.A.S.E. system, and apparently suppor􀆟ng the Na􀆟onal Defense and Security S.A.G.E. System network established at Stead Air Force Base in Nevada.

Chief Moore’s Cer􀆟ficate of Par􀆟cipa􀆟on for Opera􀆟on Ivy permanently resides at The Smithsonian Na􀆟onal Atomic Tes􀆟ng Museum, Las Vegas Nevada along with two of Miss Moore’s pain􀆟ngs.

The White House Responds

Kathy Sinai's advocacy to the U.S. President's office on behalf of Atomic Veterans and their families led to President Obama issuing a directive that help be offered to Victoria.

IN SUMMARY

​I have never been offered medical, genetic or psych counseling during or since ageing out of Military dependent coverage. All very well documented. I have access to US and global experts as needed. While not cancer free, only now do I feel strong enough to consider taking on the emotional and physical task to engage a case of this importance. 
 
The Chief's situation was unique, and mine has been not only a genetic and medical nightmare - they removed his penis when I was 19, and all of my reproductive organs were gone at 23. If my body does genetically ‘track like his”, I’m looking forward to brain tumors and “tumors of unknown origin” on my torso, already riddled with scars from multiple surgeries.


At this point, I'm not even sure what type of suit(s) or at whom to direct them or if my case has the ability to set precedence. The medical directives and abandonment was/is cruel and incredibly costly physically, emotionally and continues to escalate financially. 

I look forward to your favorable consideration to learn more details or guide me to firm more suited to help with the process of 'coming out' with a lawsuit of this nature. The level of documentation I have may encourage a quicker settlement, but I await legal guidance for my cautionary next steps.

​FOLLOW UP

While travelling from Florida, deliering art on the West Coast, the large mass, and randomly scattered lymph nodes were first discovered in the ER at St. John's in Santa Ana.

I was fast-tracked and pre-approved admission to Stanford Hospital before leaving St. John's ER, and in asking if the doctor thought I was stable enough to drive alone 8 hours north, the attending so compassionately said, "Oh, It'll kill ya, but not today."

Before I left, my Stanford nurses informed me there were very loud arguments between my Oncologist and surgeon as to who or what has causued my new turn in medical complications, as I was being removed from cancer care and into palliative care for an infection caused during surgery, a non-cancer issue.

​The arguement between my doctors became:  
​Was 
the rampant infection from decaying necrotic tumor tumor from chemo, or was it a leak from the non-traditional surgical solution chosen, building a bridge, leaving the blockage and routing around it, as opposed to a simple proceedure to remove the block, and only leave one internal suture instead of two.

(2016)  Stanford Hospital

The two lead surgeons determined they had 'no ohter options' to offer me. The denied an Interventional Biopsy to determine the source or type of infection,deaming it too risky, and subsequently, abandoned me to Palliative/Hospice care.

I had only relocated to Palo Alto, California for treament in 2016, renting a room from a Stanford surgical nurse.
Appalled that surgeons well known to her, ones she had assisted many times, were now abandoning me.
They stopped my cancer treatments, to the dismay of my oncologist, and within days I returned to Los Angeles to stay with freinds for two weeks, so they could assess my care needs while I waited for my sublet to be available.
Never declassified in his lifetime, the Chief died in 1989.

2 weeks later, St. John's Hospital Santa Monica, sends me to a friends home to die.

I sublet a house from a friend for three months to die in, a wierd experience in itself, but before I got to move in...
In June, U.C.L.A. estimated I had about 4 DAYS left to live in the 'unsustainable condition' Stanford Hospital had left me in, when a single surgeon at least wanted to TRY to save my life.
