The Chief's personal service log note his arrival at Oak Ridge in January 1949 until January 1952 preparation for the Pacific Proving Grounds tests.  As Radioman Master Chief Petty Officer, he was responsible for the communication systems for all branches of the military for all blasts the USS Estes served as Flagship for the Pacific Proving Grounds tests.

U.S.S. ESTES was fit with the most sophisticated research, communication and security equipment of the day, referred to as her "Elephant Ears".  The world was watching the Pacific Proving Grounds Testing (PPG) and all branches of the military were directed from this Command Ship. Secured communication and scientific data transmissions and broadcast required high levels of security, intricately times communications, including triggering devices and since our enemies were actively trying to listen, encryption keys and cyphers were paramount.
